Read Isaiah 29 through 31 at Bible Gateway.

2b) Isa 30:6b-7a, To a people who shall not profit, for the Egyptians shall help in vain;

1b) Isa 30:8-14 {s+s} The children who will not hear + despise to see will be broken;

2a) Isa 31:4-9 {p} YHVH Himself will defend Jerusalem: return to Him! Assyria shall fall, for YHVH’s fire is in Zion.
In the commentaries these chapters are labeled with the “woe” chapters. The woe is the bruise of YHVHs people, and stroke of their wound. This bruise and this wound is what causes them to draw near with their lips while their heart is far from Him, to close their ears to Torah and close their eyes to the word of the prophets and seers. Their rebelliousness is a product of their wound and not its root.
But YHVH will not destroy them because of it. His solution is to heal the stroke of their wound, and bind up the bruise of His people:
Therefore thus says the Lord, who redeemed Abraham, concerning the house of Jacob: “Jacob shall not now be ashamed, nor shall his face now grow pale; but when he sees his children, the work of My hands, in his midst, they will hallow My name, and hallow the Holy One of Jacob, and fear the God of Israel. These also who erred in spirit will come to understanding, and those who complained will learn instruction.” Isa 29:22-24
His people will be broken (Isa 30:12-14) and from that brokenness, they will repent, return to Him, and he restored. Their brokenness is the vehicle YHVH will use to restore them to Himself:
Jesus said to them, “Have you never read in the Scriptures:
‘The stone which the builders rejected has become the chief cornerstone.
This was the Lord’s doing, and it is marvelous in our eyes’? [Psa 118:22,23; Isa 28:16]Therefore I say to you, the kingdom of God will be taken from you and given to a nation bearing the fruits of it. And whoever falls on this stone will be broken; but on whomever it falls, it will grind him to powder.” Mat 21:42-44
I always used to tell my children, “Learn by instruction and not by correction. For you will learn, but correction is much more painful.” Brokenness hurts! But it works. But even for the one with their eyes tightly shut and their fingers in their ears, God is able to break them and cause them to return to Him, because He is a covenant keeping God, and He is faithful to redeem the seed of Abraham, according to His promise to him.
