The matching pairs in these two structures sometimes echo each other, but most often they contrast opposites: those who forsake Torah/ those who seek YHVH; the poor who has understanding/ the ruler who lacks understanding; blessings/ poverty, and so on. I always learn something when I meditate on the connections between the two! I have noticed that one who keeps Torah and one who confesses and forsakes sins are often on one side, contrasted with the proud or hard of heart, who does wickedly. A proud heart does not confess sins. Is pride the root of all evil? It might very well be.
