Read Exodus 24 here or at Bible Gateway.
The Hebrew paragraphs:
24:1-11 {s} Moses ratified the covenant between God and His people
24:12-18 {p} Moses went into the cloud to receive the Torah
Strong Theme:
24:1-18 {s+p} Israel made a covenant with YHVH to walk in His ways, codified in Torah
The Chiastic Structure of the Strong Theme:
Why would the central axis of the structure be the vision of God on His throne? Because the throne of God is the source of the covenant, and the Torah, which is the terms of the covenant. It is enacted on YHVH’s authority, not on Moses’ authority. It is so the elders of the people, who are Israel’s natural rulers, and the priesthood of the people – as yet uncommissioned, who would be their spiritual rulers – would know with certainty that the source of the covenant and the Torah is not Moses’ imagination, but the very throne of God.
