Then the tabernacle of meeting shall set forth with the camp of the Levites in the midst of the camp; as they encamp, so shall they set forth, every man in his place by their standards. Num 2:17
God gave specific instructions for Israel’s encampment in chapter 2, with the tabernacle of meeting, which in chapter 1 was called, the tabernacle of testimony, in the center. The camp of Judah, with Issachar and Zebulun, the largest encampment, camped eastward; the camp of Reuben, with Simeon and Gad, camped southward; the camp of Ephraim, with Manasseh and Benjamin, camped westward; the camp of Dan, with Asher and Naphtali, camped northward.
Now why would God decree this uneven, not equal, division of the camps, and of the people? If we were to take an aerial picture of the encampment, we would find the cross:
