Numbers 9 resolves into an elegant Chiastic Structure:
The central axis declares that when non-Israelites (‘strangers’) choose to dwell among God’s people, they are not given a separate Law. The same Torah that governs Israel governs them too; Israel shall not segregate the commandments of righteousness or the application of justice based on ethnicity or national origin.

You shall have the same rule for the sojourner and for the native, for I am YHVH your God. Lev 24:22
… and we will run into it again:
For the assembly, there shall be one statute for you and for the stranger who sojourns with you, a statute forever throughout your generations. You and the stranger shall be alike before YHVH. One law and one rule shall be for you and for the stranger who sojourns with you. Num 15:15-16
Yeshua Himself reinforces it with sobering clarity:
“Not everyone who says to Me, ‘Lord, Lord,’ shall enter the kingdom of heaven, but he who does the will of My Father in heaven. Many will say to Me in that day, ‘Lord, Lord, have we not prophesied in Your name, cast out demons in Your name, and done many wonders in Your name?’ And then I will declare to them, ‘I never knew you; depart from Me, you who habitually do lawlessness! ’” Mat 7:21-23
That is, the Father expressed His will via commandments. Claiming the name of Messiah while living contrary to His will and in opposition to those commandments without repentance makes someone a stranger to Yeshua.
God has maintained one beautiful, consistent standard of righteousness for everyone who belongs to Him—native-born or newcomer, Israelite or stranger. His instructions are life-giving truth equally applicable to all who will walk in them.
