Psa 68 paragraph divisions:

2a As smoke is driven away, So drive them away; {n}

6a God sets the solitary in families; He brings out those who are bound into prosperity; {n}
8a The earth shook; The heavens also dropped at the presence of God; {n}
13a When you lie down among the sheepfolds, {n}
16a Why do you look askance, you mountains of many peaks? {n}
18a You have ascended on high, You have led captivity captive; You have received gifts among men, {n}
30a Rebuke the wild beasts of the reeds, The herd of bulls with the calves of the peoples, every one submitting himself with pieces of silver. {n}

Psa 68 chiastic structure:
1a) Psa 68:1-4, Let His enemies be scattered/ Sing to God, sing praises/ He who rides on the clouds;
1b) Psa 68:5-6, He brings out the bound, but the rebellious dwell in a dry land;
1c) Psa 68:7-10, Sinai trembled at the presence of God;
1d) Psa 68:11-12a, Kings of armies flee;
central axis) Psa 68:12b-13, And she who remains at home divides the spoil. When you lie down among the sheepfolds, {n} the wings of the dove are covered with silver, and her feathers with the shimmer of gold;
2d) Psa 68:14, When the Almighty scattered kings in it, it snows in Zalmon;
2c) Psa 68:15-17, Sinai the mountain God desires to dwell in;
2b) Psa 68:18, He led captivity captive, even from the rebellious;

Psa 68:19-35 forms its own chiastic structure, with these bookends:

I appreciate your insights. I studied it out for myself and would like to propose the following:
1a (:1,2) God deals with His ENEMIES: scattered, driven away, melted at His presence
1b (:3-6) The response of the RIGHTEOUS / His TLC for them
1c (:7-11) MOUNTAIN : Sinai – trembled at the pres-ence of God
1d (:12a) KINGS of armies flee
1e (:12b-13) She that tarried at home divided the spoil.
2d (:14) The Almighty scattered KINGS.
2c (:15-17) MOUNTAIN : Bashan (Hermon?)
2b (:18-20) The RIGHTEOUS are brought up to Him that He might dwell among them
2a (:21-35) God wounds the ENEMIES: the unrepentant
3b (:22-23) The RIGHTEOUS take part in the vengeance.
3c (:24) MOUNTAIN : God’s sanctuary
3d (:24b) God is declared to be THE KING
3e (:25-27) She that tarried at home met them with song and dance.
4e (:28) Thy God hath commanded thy strength.
4d (:29) KINGS bring presents to Jerusalem
4c (:29 Implied) Jerusalem is now God’s holy MOUNTAIN.
4b (:30) Are the RIGHTEOUS now doing the rebuking? Notice that they are not fighting, but ruling. Perhaps this hints that they are co-laboring with God and sentencing.
4a (:30,31) All ENEMIES are subdued: “every one submit himself with pcs of silver”; those who insist on fighting are scattered.
(:32-35) FINALLY the whole world—all the kingdoms of the earth—sing praises unto the Lord.
