the teaching tools of scripture

The single strong paragraph forming the central axis (Deu 4:41-49) sets up a contrast with the connector, “on this side of the Jordan.” If humans were dividing the paragraphs according to human logic, there would be two paragraphs here instead of one:
Deu 4:41-43, Cities of refuge on this side of the Jordan;
Deu 4:44-49, This is the Law/ these are the testimonies which Moses spoke on this side of the Jordan.
But this is precisely why cities of refuge (prophetic type for mercy) and the law and testimonies (prophetic type for righteousness and justice) are in a single paragraph. The teaching tools of scripture reveal that even though man thinks that mercy and righteousness are opposites, God knows they are two sides of the same coin. His Law is Love. His Mercy is expressed through Righteousness.
