The first heaven is שמים shamayim (Strong’s H8064) “heavens” or “sky,” referring to the atmosphere surrounding the earth, where birds fly and clouds gather. The second heaven is the heavens beyond the first heaven: the cosmos, the realm of the sun, moon, and stars. The phrase “the heavens of the heavens” is a Hebrew multiplier, meaning the heavens beyond the atmosphere and the cosmos; the heavens exalted above the heavens of this natural world. It denotes the spiritual realm where God dwells and where His throne is.

But in order to know whether uprightness defines a man, YHVH tests the sons of men. A lot of people talk a good talk, but do they walk a good walk? Testing reveals what is true. This is a universal principle, and is why repeatable experimentation is the bedrock of science, and cross examination of witnesses is the bedrock of the courtroom.
A test is not necessarily a set of bad circumstances. It can be merely a situation where one must choose to believe, or speak, or do what is right. What we choose is what we love.
