Babel, the Hebrew name, is Babylon, the Greek name; and Babylon is the prophetic name in Scripture for the kingdoms of this world, the kingdoms of the nations, who reject God as God and His right to command men; as opposed to the kingdom of heaven, who worship God as God and bow their knee to His commandments.

the man with the fixed heart is firmly established, in his relationship and confidence in God. He trusts in YHVH – this is why his heart is fixed and not afraid of evil tidings. He knows what is true about his God, therefore lies and evil circumstances do not shake him. This trust in God is wrapped (in the Chiastic structure) in his wise and righteous deeds, delighting greatly in His commandments. Trust, reverence, and obedience to commandments are not at odds but roots, shoots, and fruits!

Immutable: unable to be changed; not capable of or susceptible to change. – Webster’s. The first immutable thing, is that every word of God is true. He spoke a promise to Abraham, and that promise was as good as fulfilled, since it is impossible for God to lie. It not simply that God won’t change His mind … He cannot change His mind. The second immutable thing, is that God further confirmed His promise with an oath, in which He swore by Himself, since there is no one greater than Himself by which to swear.
