The Structure highlights that now that Moses is gone, his words, which are YHVH’s words, spoken at the command of YHVH, are still to be obeyed. It is not Moses, ultimately, who is being obeyed, but YHVH. The Scripture many times highlights that YHVH’s words and His commands are eternal and unchanging.

So if someone is calling on the name of YHVH, he is calling on YHVH to deliver him and not some other god. He was taking God for his God and not some other god. In return for the benefits YHVH has showered on us, He wants us to call on His name, to look to Him as our help and our deliverer in times of trouble, and not to something or someone else.
