The Hebrew paragraphs:
45:1-7 {p} YHVH calls and anoints Cyrus to subdue nations for Israel’s sake/ YHVH is God, there is no other
45:8 {s} Let the heavens rain down righteousness, let the earth bring forth salvation: YHVH has created it
45:9 {s} Woe to him who strives with his Maker! Shall the clay say to the potter, “What are you making?”
45:10 {s} Woe to him who says to father and mother: “What are you begetting and bringing forth?”
45:11-13 {s} YHVH created heaven and earth/ raised up in righteousness to build His city and set free His exiles
45:14-17 {p} Egypt, Cush, Seba shall acknowledge Israel and Israel’s God/ idolaters ashamed but Israel saved

The Strong theme:
45:8-17 {sx4+p} YHVH created heaven and earth, righteousness and salvation: His city shall be built and exiles set free
The Chiastic structure:
“Only in YHVH,” one shall say, “do I have righteousness and strength;” to Him shall come and be ashamed all who were incensed against Him. In YHVH all the seed of Israel shall be justified and shall glory. Isa 45:24-25
Only in YHVH do I have righteousness:
This is the same righteousness, Strong’s H6666 , as was accounted to Abraham because He believed God (Gen 15:6). This is the same righteousness that the translators of the Septuagint translated δικαιοσύνη, Strong’s G1343, that is, that which puts us in right-standing with God by grace through faith:
What then shall we say? That the Gentiles, who did not pursue righteousness, have attained righteousness—that is, the righteousness from faith. Rom 9:30
Thus, “all the seed of Israel shall be justified” (same Hebrew root).
In fact, notice the A pair:
Drip down, O heavens, from above, and let the skies pour out righteousness; let the earth open and let salvation sprout, and let righteousness spring up together. I, YHVH, have created it. Isa 45:8
Turn to Me and be saved, all ends of the earth, for I am God, and there is no other. Isa 45:22
This is the first universal call of savation, Gentiles included, in Scripture. The call for salvation to spring up worldwide (vs. 8) and the call for all the ends of the earth to embrace it (vs. 22) bookends the central axis of the whole structure:
Israel shall be saved by YHVH with an everlasting salvation; you shall not be ashamed nor confounded forever and ever. Isa 45:17
The Gentiles shall come in, and then all Israel will be saved. (Rom 11:25-27). The New Testament is not new, it is just true!
