The Hebrew paragraph:
Psa 50:1-23 {p} When God’s people substitute covenant forms for covenant faithfulness, He rebukes them
Psalm 50:7-23 Chiastic structure:
God is testifying against His own people (vs. 7). But why is He rebuking them? Not for their sacrifices (vs. 8), which they were bringing according to the Law, but because they were going through the covenant’s forms while denying it’s faithfulness.
So He declared to you His covenant which He commanded you to perform, the Ten Commandments; and He wrote them on two tablets of stone. Deu 4:13
The wicked among them were engaged in theft (You shall not steal), adultery (you shall not commit adultery) evil-speaking and slander (You shall not bear false witness, vs. 16-20). They were taking His covenant in their mouths, while casting His words behind them.
But note that He was addressing the wicked among His own people—which includes you and me! True covenant status is not about family or forms, but faithfulness.
Do not be deceived, God is not mocked; for whatever a man sows, that he will also reap. For he who sows to his flesh will of the flesh reap corruption, but he who sows to the Spirit will of the Spirit reap everlasting life. Gal 6:7-8
